Two different questions land on the word mini. One is a gate: a bag small enough to be inside a venue rule and clear enough to be looked into, which is the 12 by 12 by 6-inch stadium pack at the bottom of the price list here. The other is a back: a bag short enough not to hang below a small child's bottom, which is the 11.8-inch preschool pack and the 13-inch toddler size. They are not versions of each other and they are not interchangeable.
What the three share is that they are small by design rather than by economy. A mini bag that is simply a large bag scaled down gets the straps wrong: they end up too long to adjust out and the bag rides low whatever you do. These three are cut with short straps and a short back panel, so an adult cannot borrow the preschool one, and the stadium pack sits high on the shoulders rather than at the waist.

It depends which one. The clear stadium pack is 12 by 12 by 6 inches. The preschool bag is 11.8 by 9.8 by 4.7 inches, which is the smallest thing in the catalogue. The toddler pack comes in a 13-inch height as well as a 15.5. All three are printed on their own cards.
Is the abshoo clear mini backpack big enough for your phone, wallet and jacket?
A phone and a wallet, comfortably, with room for a bottle. A jacket is optimistic at 12 by 12 by 6 inches unless it is a light one, and a folded rain shell is about the limit. It is a fixture bag rather than a day bag.
Can you wear an abshoo mini backpack as an adult?
The clear stadium pack, yes: the straps adjust to an adult torso and it is bought by adults far more often than by children. The preschool and toddler packs, no. The back panel is under twelve inches and the straps are cut for a child; on an adult the bag sits between the shoulder blades and pulls.
